December 2006, Jinan City, the State Department of Commerce, Science and Technology, Ministry of Information Industry as China's service outsourcing base cities is the first to be recognized by one of 11 cities. January 2009, the State Council approved the other 20 cities of Jinan, China's Service Outsourcing Demonstration City, the pilot implementation of a series of 5-year to encourage and support policy, which economic and social development of Jinan City, and to the way of structural adjustment brought major new opportunity for development.
